SCOTTISH PARLIAMENT: ‘ HOLYROOD’S FINANCE COMMITTEE CALLS FOR TRANSPARENCY OF FISCAL FRAMEWORK ‘

#AceNewsServices – Featured Report:March.04: Greater transparency and accountability in discussions between the Scottish and UK Governments on further fiscal devolution have been called for by the Scottish Parliament’s Finance Committee today.

Reporting on its inquiry into further fiscal devolution the Committee has focused on these two issues as vital to establishing an effective fiscal framework to underpin the transfer of new powers to Scotland.

The fiscal framework will include the mechanisms through which Scotland’s block grant is calculated and the operation of the ‘no detriment’ principle.

The report also recommends that a clear timetable be agreed by the UK and Scottish Governments for the implementation of a fiscal framework.

Finance Committee Convener Kenneth Gibson MSP said:

“The lack of clarity on issues such as the calculation of the block grant and the ‘no detriment’ principle must be addressed prior to the implementation of new financial powers for Scotland.

“We are calling for the publication of a clear timetable for the implementation of Scotland’s fiscal framework. In particular, we call for the timetable to allow sufficient time for parliamentary scrutiny of a draft framework so that it is clearly understood how decisions are made about the operation of Scotland’s new powers.”

The Committee has now launched a further inquiry into Scotland’s fiscal framework and has issued a call for evidence.

The call for evidence is open until Friday 17 April.
